I believe, on Win you don't have to create ORA_DBA group "manually".
Oracle creates this group when being installed.

Here, windows servers, we create user group ORA_DBA and all the DBAs are
part of that group.
All the DBAs are also administrator of the server.
We also created a special user for Oracle install, and it is part of ORA_DBA and is administrator, and use this user for all installs on all servers so there will not be sharing and permissions problems.
