It depends on

the setting for WORKAREA_SIZE_POLICY current for the session.
the type of connection (shared servers or dedicated).
the version.

for 9i the manual settings are still used for shared server connections, even with P_A_T and WORKAREA_SIZE_POLICY set. In 10g this changes and SORT/HASH area size are not used unless the policy for the session is to use them.
