It depends on

  1. the setting for WORKAREA_SIZE_POLICY current for the session.
  2. the type of connection (shared servers or dedicated).
  3. the version.

for 9i the manual settings are still used for shared server connections, even with P_A_T and WORKAREA_SIZE_POLICY set. In 10g this changes and SORT/HASH area size are not used unless the policy for the session is to use them.
