Sure it depends on what the developer is trying to do. For example, i have seen many stored procedures that open a cursor, fetch from it one by one and insert that record to another table in a loop. Instead of "insert into table select * from ..." :-)

Ah yes, but it depends on what the developer is trying to do now doesn't it. I've heard the term "code reuse" tossed around so much as a reason for this that I'm sick.

One of the most important points to emphasize is "not trying to write plsql codes for tasks that can be done in sql". I have seen so many poor performing plsql code that could be done in a single sql statement that runs in much much less time.
