I was talking about if a brand new database was created. The listener.ora
file still needs an entry for that database. If I was using one standard
listener.ora across all the servers then that new database information would
have to be added to all the servers.
As someone else pointed out though once the file is updated it's only necessary to reload rather than restart.
But in any event, that doesn't explain why I could run a third 9.2 or 10.1 listener on that port but not a 10.2 listener.

Why would you need to restart your listener to add a new instance? Any 8i+ instance, if configured appropriately, should automaticaly register with the default listener when you start it up - no listener config or restart required.

We want the ability to bring up any instance on any box and the only way we could do that would be if every listener on every box was configured for every Oracle database in the company. I suppose we could do that, but there's less management involved to maintaining one listener per instance (otherwise whenever we added a new instance anywhere we'd need to modify and restart all our listeners).
