This bit from MetaLink Note 119885.1 should clear it up.
"Usually this error occurs because the SYSDBA/SYSOPER users are authenticated externally to the database by the password file. When accessing a database across a database link, the user is authenticated internally by the destination database and cannot be authenticated externally."
