You may try with tora (http://tora.sourceforge.net). Allegedly, Emacs also has some plug-ins to work with PL/SQL, but I'm not sure. Another tool that do not recommend is Eclipse (http://www.eclipse.org). It's all-in-one IDE written in Java, monstrous size, bad documentation and slow as heck.
