Forgot to include the bug database when searching Metalink. And while there were a handful of issues, this is the one that interests me most:

Bug: 1389479
CBO: INDEX ON TABLE(COLUMN DESC) IS NOT USED FOR MIN/MAX QUERIES (Closed, not feasible to fix)

So it looks like the behavior will remain the same. And it really applies to function based indexes in general (index desc is treated as a function based index).
