Depends on your situation, here's a few possibilities:
Use a firewall to deny access from that machine to the port OMS is working on. If they might run OEM in standalone mode then block outgoing connections to the ports your listeners are working on (presumably if you can't trust them with OEM then you can't trust them with SQL*Plus either).
Uninstall OEM from that machine then lock it down to prevent the user reinstalling it.
Don't give the user on that machine a login for OMS, any databases they shouldn't have access to or for databases they should have access to at a higher privilege level than they should have.
