Geraldine:

If you are looking for TRUE HA, you may have to use the DataGuard along with RAC to survive database failures. That failover database need not to be RAC, you can use a single instance database.

Regarding CRS/Voting Disk, you need to have an external mirroring for 10gR1. R2 supports triple mirroring for Voting Disk and CRS.
