Often the relink is not to make Oracle run, but to make sure that linking is *possible* under the new environment. It would suck to find out that relinking no longer worked later when you had forgotten about the server "rebuild" and had to apply a patch.

So... why are they "rebuilding" the server and what does that activity consist of?
