OS X 10.3 install

OS X install: ranlib: not found

Installing on a G5 running OS X 10.3, runintaller stops in the copy phase with the following reported in the install log:

Calling Action SpawnActions10.1.0.3.0 Spawn installcommand = ranlib /Users/oracle/app/oracle/product/10.1.0/precomp/lib/ libproc2.a
deinstallcommand = null
WaitForCompletion = null

Exception occured during spawning :ranlib: not found Spawning the modified command :ranlib /Users/oracle/app/oracle/product/10.1.0/ precomp/lib/libproc2.a
Exception thrown from action: Spawn
Exception Name: RuntimeException
Exception String: An error occurred during runtime. Exception Severity: 0

What product is missing that is supposed to provide ranlib?
