This is nothing to do with Database privileges.

RAU = Repository Administration Utility, the button left from Repository Reports

you need to go into that utility, click on Maintain Users, then you need to create the user or assign the existing user privileges on Reports, then to reconcile users on the button below.

If this is not the problem then something is wrong with your installation.
