I was once hired for a job in the same manner that Rachel decribed.

In that case, HR was a roadblock. They drug their feet for weeks.

When it came time for them to 'screen' me via phone, their questions bordered on the ridiculous. The position was for Oracle DBA, most of the questions were for OS/390 and MVS.

At my current job, I was able to contact an HR person that agreed to let me send my resume directly to her, and she forwarded it directly to the hiring manager. Nice when you can make that happen.
