Hemant, a global database link does not use a userid and password in the
database; it gets the logon information from an external source and requires
that Oracle Names (prior to version 10g) or LDAP be in use. As such since
most Oracle sites use neither I do not think this is a workable solution in
very many cases.

I don't think that "global db links" created by using the same username/password pair across all databases would satisfy auditors -- it wouldn't satisfy me.
