I think the "not wanting to travel" point is a good one when considering
over-qualified candidates. Obviously, some employers would not want to hire
an over-qualified candidate because of the very real possibility he or she
will leave as soon as a better job becomes available. Still There are valid
reasons why a person might take a job at a lower level than they are
qualified for including the already mentioned travel requirement. I will
add work load, stress, and hours required.
After working for several years on projects requiring 60 hours weeks, performing project management tasks, or 24*7 on call someone may need a more 40 hour per week technical position with a low level of after hour calls. The only way to know if someone is a good fit is to talk to them about what the job is and why he or she is interested.

Dave is right about people willing to take a lower level position because
you don't want to travel. I'm northern virginia on a large project. We have
people coming in from all over the country. We have one guy who is 62 who is
living in an RV, another guy flying in from minnesota, another one from
colorado.
They are leaving families behind. Taking a lower level position back home is
probably a better option for many of them.
