Generating Forms 9 under Solaris using SSH Session

OK, I'll plead ignorance.

We are migrating from Forms 6 to Forms 9. Database is 9.2.0.5

Our developers use to be able to log onto the box using SecureCRT (SSH2) and generate the form to be served off the Solaris box via a browser using a shell script.

But in trying the same thing for Forms 9 all the user gets is 'FRM-91500: Unable to start/complete the build.'. Our DBA says that generating Forms 9 on Solaris requires an xwindows server client (i.e.: cygwin, etc.).

Is this true? Help!
