Jeff,
Just a wild guess, but are you having any DNS issues? (domain name changes, DHCP server going bonkers, collisions with respect to another host grabbing that same IP address, etc.)
(Ok, this is just typical me wanting to blame Network Operations instead of wanting it to be an Oracle problem that I have to work an iTAR for ...)
