No, this is not possible.
A RAC database first has to be mounted in shared/parallel mode before any instance can open it.
When one instance is in managed standby mode, it is mounted standby, not mounted shared/parallel or exclusive. So, the other instance can not even be mounted, much less be opened read-only or read-write. However, you probably can start the second instance in nomount mode, but that's not what takes the most time during a startup.
