TNSLSNR.exe - Entry Point Not Found

All... Can some one help me with this? I was bringing down db's to get cold backups last night. once restarted I tried to hit OEM and got the following error

"...procedure entry point kodsetlobcb could not be located in the dynamic link library orageneric9.dll"

please help
