Foreign key constraint enable hangs (Ver. 9204)

 I am having a specific problem when trying to enable a foreign key
constraint on a medium sized table (300K) rows. The enable constraint is
hanging and I don't see any lock conflicts.  Any advice on how to
troubleshoot would be appreciated.
