Unix Server Performance issues

Hi,
We are running Oracle Applications 11i on a Sun 15K with 12 cpus.

When one process consumes 8% of cpu utilization ( by running tops) , the idle time becomes 0%.

As soon as I terminate this process I am back to 50-60% free idle time.

Any ideas as to why when one process consumes 8% of the cpu the total idle time goes to 0.
