I think 9i OEM tuning and performance are well worth it, as long as you
understand that some things are just plain wrong - you must have an
educated, critical eye. They are mostly minor things, but occasionally
they happen to have major effects when used on a particular problem with
high visibility.
Some of the Oracle tuning is based on myths (google for Oracle Tuning Myths). Explain plans can lie. Tablespace mapping can give a flawed idea that fragmentation is happening, or that reusable space is used up. Session killing may not be the optimal way to kill sessions. Databases can be corrupted (for example, if OEM gets croaked while extending a datafile). Help may be overgeneralized, wrong, or difficult to find things in. And like any GUI tool, details and concepts may be lost in translation.
The combination of OEM and proficiency with command lines is a decent one. Once you have RMAN and a few databases then you might as well have OMS, even if some of the agency is a little strange. The monitoring makes pretty pictures for management.
