I searched a bit more and found that the paper associated with the PPT presentation can be downloaded from www.ioug.org (Search the Technical Info/Technical Repository/Authors Name) but you must be a member! (I'm not so I couldn't download it).
However, I have also found that if you point your browser at http://www.freelists.org/archives/oracle-l/05-2004/msg01090.html you can see that the author himself, has stated where you can get a copy!
