dbms_profiler installation

Hi,

I am trying to create dbms_profiler package on win2k (10g) and getting following error:

SQL> @profload

Testing for correct installation
declare
*
ERROR at line 1:

ORA-06552: PL/SQL: Compilation unit analysis terminated
ORA-06553: PLS-553: character set name is not recognized
ORA-06512: at line 41
ORA-06512: at line 49
ORA-06512: at line 87
ORA-06512: at line 102

What can be the possible issue?
