No, it is not really that hard. Any program can be written in any language and be made difficult to read and follow, or easy to read and follow.

Perl has the distinction of being much more powerful than many languages, including Java.

Things that require many lines of code in other languages can often be done in many fewer lines, or even one line, in Perl.

There's nothing that forces you to use those constructs, but they can be quite powerful. i.e. Lot's of work done in a small amount of code. Tends to be quite fast at times.
