Procedure fails SMTP mailhost?

Hello,  

This must be a simple question, but I can't seem to be finding the answer. How do I find out what is the SMTP gateway. I am testing a procedure to send email, and getting an error:  

ERROR at line 1:
ORA-29279: SMTP permanent error: 550 5.7.1 Unable to relay for Vr.n_at_cm.gov

ORA-06512: at "SYS.UTL_SMTP", line 17
ORA-06512: at "SYS.UTL_SMTP", line 98
ORA-06512: at "SYS.UTL_SMTP", line 240
ORA-06512: at "SYS.MAILOUT", line 33
ORA-06512: at line 1
