Bug 3238620 9.2.0.4 INSERT LOB IS SLOWER IN 9.2 THAN IN 8.1.7

OS: AIX 5.2
DB: Oracle 9.2.0.5  

I am getting ready to start upgrading my databases from 8.1.7 to 9.2.0.5.
While getting certification approval from our vendors, one of them noted the following bug for a reason not to goto 9i. I can not find any info on this bug on metalink.  

This one db is 1tb of LOBS, so this can be significant if true. They have been told to goto 10g. Oracle has fixed it in 10g and will not back port to 9.2.0.5. Has anyone else run into this problem?
