So, what is in V$SESSION_WAIT? Did you try setting the event 10046 for every
new login,
by using a database trigger? It's much easier to figure out what is
happening if there is
some exact data to work with. As for guessing, I ordered new crystal ball
from Amazon and
I'll try guessing when it arrives. It comes with "Nostradamus for Dummies"
manual.
