Now that I think about it, that makes sense. I
haven't built a database lately, but I do recall
that you can indeed login as sysdba without
the listener, as that is how the database is
built at tht start.
I may have been thinking of Remote Terminal Services, which I believe requires the listener to be started, as you are not actually on the console when you connect to the database.
As someone else already stated, it is the 'wrong' OS.
Windows complicates everything it touches.
