It's been a while since I've read the article, but, if I recall=20
correctly, the major points were:
1.) Increased library cache consumption w/ pub. syns., particularly
with a large number of users.
2.) Additional latching and/or serialization due to lots
of pub. syns.
Both the above points are not the type of thing you'd notice in a single user test or small-scale test. These are the types of things that come up on large systems, when it comes to scalability limits.
