Just to avoid confusion - v$parameter shows session parameters (which should be identical to instance parameters right after logon (unless a logon trigger changes them)). A better view to check instance-level parameters is v$system_parameter.
Actually, on 9i or newer, it'd be better to use v$parameter2 and v$system_parameter2 respectively, since these support parameters which have multiple values better (like event and utl_file_dir for example)
