Completely agree. That's why every question I ask leads to a discussion with the candidate. Probing how someone approaches a problem, or task on a prior project gives good insight into their resourcefulness.
Skills for problem solving, reading ability, troubleshooting and testing, and verbal communications are all (frequently overlooked) indicators of general intelligence and resourcefulness.
Some related concerns might be:
1) Time consumed filtering candidates that only have
"experience" quoted on their resume. HR, or the
referring agency, does not do a good job pre-screening
before sending people to interview on the project
team.
2) Some jobs are short term, similar to a temporary service. We've (usually) found short-term jobs are performed better by folks with recent hands-on. But, good candidates can be easily missed because their related work is not recent.
3) Certifications are aweful. Other than to demonstrate someone's willingness to "jump through the hoop" and entertainment value, they prove nothing except to HR. Just recently took a 90 minute test in 30 minutes and scored 100%. No names mentioned to protect the guilty. What's obviously wrong in this scenario?
