You've obviously never worked on a government contract before. Almost all of the data stored will by definition never be retrieved. It's stored because operational requirements or military standards dictate.
On the other hand, all I have to do is drive around town. I see wildly successful self-storage businesses based upon the fact that people need to store stuff that they'll never retrieve, even if they are disinclined to admit it....
