There is a thing called ACID property. If the transaction wasn't terminated by the proper "commit", the oracle behaves as it has never happened (let's disregard ora-1555 for now). You can still walk to the user and tell him: "You will be terminated", with strong Austrian accent. In my case, it usually scares living daylight out of the poor user.
