Since this seems to be an OS level problem (spikes occur also during totally independent file system backup), then you shouldn't try to diagnose this problem through Oracle, it makes things just more complicated....

Reproduce the problem using OS utilities if possible (cp, tar, dd, or whatever like netbackup is doing) and throw this information to your SA.
