BUT when I try to run my script to create function index it's failed, Oracle
9.2.0.1 on Windows.
As soon as I grant rewrite query to user it's fine and can create function
index.

SQL> connect abc/abc;

SQL> create table abc (abc1 varchar2(100));
Table created.
SQL> create index abc_index on abc (upper(abc1));
Index created.
SQL>
SQL> show parameter query
