Someone has just posted an interesting link on c.d.o.server which is about PL/SQL optimisation, but makes interesting reading in the light of this thread:

In particular, the "freedom":
The SQL standard offers a freedom which is finding use in the Oracle Database 10g
PL/SQL compiler. If there is a way to evaluate an operation and to provide a
"correct" result even though some other method of evaluation might raise an
exception, then the exception need not be raised.
This sounds very similar to Dan Tow's comment (I may have credited this incorrectly) about Oracle 'suspending judgement' because one predicate fails, and then deciding that it does not need to raise an exception because another predicate makes the first error irrelevant.
