Is there something blocking access or is it just the honor system? I'm trying to think of the legal basis on which Oracle could forbid access -- trade secret or copyright? Or is it just a part of your license agreement? Could Oracle prevent someone from publishing a description of these tables?

There was some discussion about this at IOUG. Apparently, in 10G there are now dba views that require OEM or some other purchased tools to access.
Lots of grumbling on the part of DBAs about not having full access to the data dictionary without spending more money but no real explanation by Oracle.
