Have a look at this note on Metalink: How to "Clean Start" the Intelligent Agent When Irrecoverable Errors Occur 71913.1

It tells how to clean start the agent. I used to have to do this several times a year with Oracle8.0.x. I had to do it once with 9.2.0.4.

There is only one agent running(9204 on linux). I can relink the agent with no issues.
I can ping and nslookup between the oms server and agent node. VNI-4026 : Discovery failed : Error while transferring services.ora from agent : 4009

Any idea?
