SYS connecting without SYSDBA/SYSOPER is possible in 9i only if O7_DICTIONARY_ACCESSIBILITY is set to TRUE. This parameter defaults to TRUE in 8i but FALSE in 9i.

If you want to connect as SYS without the "AS SYSDBA" [or SYSOPER], you must have had O7_DICTIONARY_ACCESSIBILITY set to TRUE.
