Unless I misunderstand you, I don't think that's a bug. That's how raw works.
You always want archived logs on a filesystem. The archiver expects to write the sequence of archived logs to the same directory. Not sure how you could do anything else but put archived logs on a filesystem.

Not a show stopper but, place the archivelogs on cooked files not raw. thw ASM uses raw and only one file per raw file systems. Ron
