Because if you do not have a when-others, the error is automatically raised... You DON'T NEED the when-others

2 x number;
3 begin
4 x := 1 / 0 ;
5 exception
6 when others then raise;
7 end;

declare

ORA-01476: divisor is equal to zero
ORA-06512: at line 6
SQL> declare
2 x number;
3 begin
4 x := 1 / 0 ;
