Search for the file "symcjit.dll" and rename any you find (there should be two) to symcjit.old or something else. It should work then. It's a Symantec just-in-time compiler .dll and prevents setup.exe from starting.

You are not clicking hard enough. You should be clicking on the setup.exe and not sending emails to oracle-l.
