That seems more than a little bit harsh to me, As a client I'd expect a menu of potential options - with pros and cons explained; and benchmarked and costed. Personally I'd expect the 'do nothing' option to win - always a hard sell for a consultant - but the alternatives should be at least evaluated and explained. SAP/TSReorg sounds like an alternative. If one has no experience of a particular option polling experienced professionals on its use sounds like reasonable research to me.
