Not only patches are released to cheer you up, sometimes they are released to shut you up as well ... Especially if you have been complaining long enough ...
Not all patches are cumulative (don't trust Oracle on that one), a bug identified in 9202 was claimed to be fixed in 9203, but it is still broken in 9204. Duh !! Either they re-assigned the developer or they don't like each other.

My experience, having worked for software vendors, is that you are correct. Patchsets generally get a "modest" amount of regression testing, at best. Just to cheer you up, individual patches may receive practically no regression testing.
