Paula,
 Congrats on accepting the task of team leader for a detailed project. Sounds like you are running into the "do it now, quicker,cheaper,better" syndromn. There is no perfect answer to the demand and understanding of management's requirements to meet a deadline and still accomplish the task.
I would suggest that you try to get one or more if the management on your side. Have one of them become an equal and responsable member of the team. Share some of the ownership of the project with management and try to have them understand that in order to do a complete job the discovered problems will have to be corrected before the team can move on toward the final goal.
 When I suggest that mangement be an equal mamber that is exactly what I mean. When the members enter the room, ALL ties come off and all members have an equal voice. It is your responsability the control and run the meeting and allow all members their chance to speak.
