Could it be that the app is so poorly designed (no caching, no
connection pooling, etc) that it's always accessing the DB? That's the
only reason I see for it, but it really doesn't seem to make sense;
it's easier to optimize the DB server machine if it's only running the
RDBMS, of course.
Isn't ArcSde related to an older GIS, ARGIS? I had an Argis installation in a development group long time ago and they used an Oracle DB locally, but only for their data - like a "Web Cache"; maybe that's all they need, a local DB in their machine.
