I was talking about how it gets populated, or the processes involved in =
calculating the numbers there. if the numbers are already in v$filestat, =
why do I have to collect it?

CPU Costing uses X$KCFIO (externalized by V$FILESTAT) to get the single block and multiblock read times. It also uses number of single block reads and number of multiblock reads in to consideration. It works at system level.
