Yes, it was ActiveState.
I found that the solution is to simply delete the PERL5LIB environment variable, which is perfectly safe to do if you have no need of Oracle's perl installation. ( I don't )
At least 10g has upgraded Perl from 5.6.0 to 5.6.1. Woo hoo!
It's gone from obsolete to merely outdated.
