If I may pick a few nits here, the netapp is absolutely an NFS server. It's just an nfs server that is highly optimized with integrated storage on the back-end. As far as "locking", Netapp supports NFS locking, just like a number of NFS servers - Netapp just has the most reliable implementation therein.
And as far as SAN, there's no inherent SAN protocol that allows for block-level locking between hosts. Your clustered filesystem is responsible for providing that.
